Stable-2007
Overview
STABLE-2007 is a dynamic risk assessment instrument designed to measure changeable risk factors related to sexual reoffending among adult males. It can be used for individuals who are incarcerated, on community supervision, or in any setting, as long as they have had a conviction for a sexually motivated offence. Unlike static tools, STABLE-2007 captures intermediate and long-term changes in an individual’s risk profile, such as emotional regulation, intimacy deficits, and cooperation with supervision. The instrument uses 13 items, evaluated through file review and interview, to assess ongoing treatment and supervision needs. STABLE-2007 has undergone extensive validation and is recommended for use in combination with Static-99R, Static-2002R, or Risk Matrix 2000. It can also be used for individuals whose only sexual convictions are related to Child Sexual Exploitation Materials (CSEM) offences.

Policy and Practice
The STABLE-2007 is particularly useful for assessing treatment targets and monitoring changes in risk over time (e.g., treatment progress reports, release planning, monitoring on community supervision).
To provide an overall risk level for sexual reoffending, it needs to be combined with a static risk assessment tool such as Static-99R, Static-2002R, or the Risk Matrix 2000 (note that for individuals whose sole sexual convictions are related to CSEM offences, only the Risk Matrix 2000 is appropriate to combine it with).
